Which test do you need?

Norwegian citizenship (age 18 to 67)Either the citizenship test or the social studies test taken in Norwegian. If you passed the social studies test in another language, you must also pass the citizenship test.
Permanent residence (age 18 to 67)The social studies test, in any language you understand (23 languages are offered), plus an oral Norwegian test at level A2. This applies to applications submitted from 1 September 2025.

Exemptions exist, for example for people with social studies grades from Norwegian schools or documented health reasons. See the FAQ and the official UDI page.

How to prepare

  1. Read a study module.
  2. Take a practice test.
  3. Repeat the questions you got wrong.

The official study material is free at samfunnskunnskap.no, and HK-dir offers official sample tests. The tests are based on the curriculum for social studies for adult immigrants. A good plan is to work through the 13 study modules, then take practice tests and repeat what you got wrong.

How many pass?

In 2024, 5,116 people took the citizenship test and 92.5% passed (regjeringen.no). Passing is realistic with focused preparation. The test fee is set by each test centre and is often between 650 and 1,250 kroner, so a failed attempt is costly.
